Case #: 220251
Date: 2022 07 25
Time: 0235
Description: Theft from Vehicle
Location: Lower North Lot

Notes: A CSO on patrol in the lower North lot encountered a vehicle that had sustained damage consistent with that of forced entry. There were also personal items strewn about on the ground near the vehicle. The CSO gathered the items and placed them in a plastic bag and put it inside the vehicle. The vehicle is not registered with Community Safety so Dispatch was unable to contact the owner.

Description: Damage to Property
Location: Lower North Lot

Notes: A CSO on patrol in the lower North lot encountered a motorcycle lying on its side and partially in some bushes. The CSO noted that during an earlier patrol they had observed that the motorcycle had been parked upright and approximately 15 feet away from where they encountered it during this patrol. It was unclear to the CSO if the motorcycle had been purposely moved by a person or had been hit or pushed to the new location by a motor vehicle.

Description: Burglary/Clery Act Reportable Incident
Location: Birchwood Apartments

Notes: A CSO on exterior patrol of the Birchwood Apartments observed that the door to the sprinkler room was ajar. Upon closer inspection, it was evident that the deadbolt was destroyed and the door frame had sustained damage consistent with that of forced entry. Building services has been contacted for repairs.

Description: Theft - Other
Location: Campus

Notes: A CSO responded to a theft of landscaping equipment from a contractor. After a campus-wide vehicle patrol in efforts to locate the individual in possession of the stolen equipment, the CSO met with a 果酱视频 staff member and the reporting party, a contractor employee. The contractor employee stated that they had seen an individual, not affiliated with their company, walking away with a company owned motorized edger. The employee provided a thorough description of the individual. The CSO returned to their vehicle for further patrols and did encounter the individual with the edger. The CSO engaged in conversation with the individual and requested they return the property. The individual stated that the CSO would have to take it from them. At this point, the CSO called the Portland Police Bureau (PPB) for further assistance. The CSO returned to the reporting party with an update and then returned to 28 West. PPB arrived and took a full report from the CSO.

Description: Exclusion
Location: Eliot Hall

Notes: A CSO responded to an alarm indicating that a door in Eliot Hall had been forced open. The CSO initiated an interior patrol of the building and encountered an individual, unaffiliated with the college, sleeping in a chair in an open office. The CSO announced their presence and the individual woke up. The CSO recognized the individual from an interaction earlier in their shift, during which the individual had been escorted off campus by CSOs. The CSO told the individual that they needed to leave, and they gathered their belongings and headed out of the building. The CSO escorted the individual off of campus and issued a verbal exclusion due to the two interactions and the forced entrance into a building.

Description: Suspicious Person/Activity/Circumstances
Location: Birchwood Apartments

Notes: A CSO on exterior patrol of the Birchwood Apartments observed that the blinds in a vacant apartment had been closed. The CSO opened the door and announced their presence, with no response. The CSO waited for another CSO to accompany them for a walkthrough of the apartment. During the walkthrough, the CSOs encountered signs of occupancy, including drug paraphernalia. The CSOs secured the apartment, disposed of any paraphernalia they encountered, and contacted building services for clean up of the apartment.

Description: Cannabis Use or Possession
Location: Cross Canyon Dorms

Notes: A CSO on patrol of the Cross Canyon dorms encountered two 果酱视频 students sitting in the Smoke Shack. The CSO observed one of the students inhale a substance from a glass pipe and pass it to the other individual, who followed suit. The CSO approached the students and encountered the odor of cannabis. The CSO requested the students empty the pipe, and also empty the grinder sitting on the table. The students did so. The CSO also observed an open pack of cigarettes in front of one of the students, who had already confirmed they were not of legal smoking age. The CSO confiscated the cigarettes and disposed of them and continued on their patrol. The CSO reminded the students of the regulations regarding cannabis use on campus, thanked the students for their cooperation, and continued on their patrol.

Description: Suspicious/Person/Activity/Circumstances
Location: Birchwood Apartments

Notes: A CSO on patrol of the Birchwood Apartments observed an individual inside one of the vacant apartments. The CSO noted that the individual, upon seeing the CSO, ducked out of sight. The CSO requested additional CSO assistance for an apartment walkthrough. The CSOs announced their presence and performed a walkthrough of the unit. They encountered signs of occupancy, and an open window in the rear of the apartment, but no individuals. It was evident that the individual had exited through the open window. The CSOs secured the apartment and contacted building services for clean up of the apartment.

These responses are always collected anonymously with the option for the responder to leave contact information if they would like for a member of Community Safety management to contact them, and are used internally for departmental performance tracking. Community Safety has opted to publish these survey results for transparency and community accountability. *Names mentioned in survey responses will be redacted to protect the privacy of individuals.
